Guide · Cost to run
What it costs to run a Panama City Beach short-term rental.
Panama City Beach requires an annual Vacation Rental Certificate: $250 for a new registration and $150 to renew. Add a fire inspection, 12% in combined guest taxes, and fines that start at $500.
The short answer
Four numbers to know
| Certificate | $250 new, $150 each renewal Every vacation rental needs an annual Vacation Rental Certificate under Ordinance 1632. Renting without one is unlawful. |
|---|---|
| Inspection fees | $75 re-inspection, $100 lockout The re-inspection fee applies if you need another inspection. The lockout fee applies if the inspector cannot get access. |
| Combined tax | 12% on guest stays 6% Florida sales tax, 1% Bay County surtax and 5% Bay County tourist development tax. |
| Penalties | $500, $1,000, then revocation A third violation within 12 months costs $1,000 and revokes the certificate for one year. |

Guest-paid, but it shapes your price
The tax stack on a stay
An illustration: 3 nights at $300 is a $900 rental price. At the combined rate, tax comes to about $108.00.
| Tax | Rate | On the $900 example |
|---|---|---|
| Florida state sales tax | 6.0% | $54.00 |
| Bay County discretionary sales surtax | 1.0% | $9.00 |
| Bay County tourist development tax | 5.0% | $45.00 |
| Total | 12.0% | $108.00 |
This is a simplified illustration on the base rental price. The tourist development tax is a 5% bed tax collected inside a special district that covers Panama City Beach, Panama City, Mexico Beach and nearby areas, so confirm your address. Since October 1, 2026, the Bay County Tax Collector's Office, rather than the Clerk, administers the tourist development tax. Platforms may collect some of these taxes on their bookings.
What you need to do
Before your first guest
| Fire inspection | Pass before certification Panama City Beach Fire Rescue sets the maximum occupancy at inspection, and it must be posted in the unit. |
|---|---|
| Application | Tax registration and a Business Tax Receipt New applicants show proof of registration with the Bay County tourist development tax and a local Business Tax Receipt number. |
| Posting | Interior notice and exterior sign or decal The interior notice lists the contact, maximum occupancy, trash days and an evacuation map. Houses need a street-facing sign, and condos a decal with a 24/7 phone number. |
